Development of an Analysis as Foundation for the Update of the Integrated Urban Development Concept (INSEK) Filderstadt

The City of Filderstadt commissioned bgh. Gauly & Volgmann to develop strategic foundations for updating their Integrated Urban Development Concept (INSEK). As part of the dynamic Stuttgart metropolitan region, Filderstadt faces complex challenges balancing growth pressure with preserving its five distinctive districts.

Our consulting approach combined analysis with participatory elements:

  • Analyzing demographic trends and relevant megatrends such as urbanization, climate change, and social transformation, including their specific opportunities and risks for Filderstadt.
  • Evaluation of existing municipal concepts, plans, and strategies to identify current objectives and conceptual foundations.
  • Development of differentiated profiles for seven central action fields – from energy and climate through mobility and economic development to administration.
  • Moderation of a workshop with the municipal INSEK working group to deepen and validate analytical findings.

The analysis clarified Filderstadt’s position in the tension between being an attractive residential and business location and the associated development pressure. Particular challenges emerged regarding competition for land between different uses. At the same time, significant potential became visible: excellent transport connections, strong civic engagement, the natural qualities of the Filder plain, and existing conceptual foundations in many areas.

The compact analysis created a solid foundation for Filderstadt’s strategic development.
