
bgh. Gauly & Volgmann is supporting the Leipzig City Planning Office with public participation and public relations work for the development of the new “Heiterblick-Süd” urban quarter. This includes the conception, support and moderation of the accompanying committee.
Project background: Over the next few years, a new urban quarter for around 4,000 residents will be built in the north-east of Leipzig. The area, which is currently used for agriculture, has been under discussion for development since the 1980s. In 2023, the city council passed a resolution to develop ‘Heiterblick-Süd’ – one of Leipzig’s largest municipal housing projects. The aim is to develop a climate-resilient district geared towards the common good. In order to meet the high quality requirements of a modern district, the city of Leipzig held an open, two-phase urban planning competition, which was completed in November 2024.
From December 2024 to January 2025, all competition results were publicly exhibited in the Paunsdorf Center, which is adjacent to the site. bgh. supported the management of the exhibition. The winners, the jury’s statement and much more information can be found on the City of Leipzig’s project website. In the further course of the project, a master plan will be drawn up on the basis of the winning design. By the end of 2028, the development plan should set the framework conditions for the district.
The City of Leipzig wants to ensure broad and inclusive public participation in the further planning process. In addition to the information events held in advance of the competition (moderated by bgh.), the establishment of an accompanying committee is essential. The committee should accompany the entire planning process and enable in-depth feedback with selected representatives of the city. The composition of this committee is deliberately diverse, so that various stakeholder groups such as social institutions, associations, tradespeople, cultural institutions and the city administration are represented.
In order to integrate the knowledge and diversity of voices from Leipzig’s population, a large proportion of the committee seats are intended for citizens from the immediate vicinity of the area as well as interested parties from across the city. Applications were accepted at the exhibition in the Paunsdorf Center and online. The first meeting of the committee is planned for April 2025.
