The municipalities of Lüderitz and Aus in Namibia face major challenges: Planned large-scale industrial settlements in the field of green hydrogen production are expected to lead to rapid population growth and enormous spatial and social impacts.
Within the framework of the GIZ project “Integrated Urban Development in Lüderitz and Aus (ILA)”, bgh. Gauly & Volgmann in cooperation with Stefan Heinig was commissioned to support the development of future scenarios and guiding visions for Lüderitz and Aus.
Our services include:
1. Capacity Development of Local Authorities
- Organization of training sessions and workshops for municipal administrations
- Establishment of interdisciplinary working groups
- Transfer of methods for integrated urban development, climate-resilient planning and gender-responsive urban planning
2. Scenario Development
- Development of future scenarios based on demographic, socio-economic and environmental factors
- Growth-based scenarios (low, moderate, strong growth)
- Impact-based scenarios (“Status quo”, “Urban sprawl”, “Urban densification”)
3. Participatory Urban Guiding Vision Elaboration
- Citizen participation through on-site and digital formats
- Stakeholder workshops for collaborative vision development
- Integration of local expertise and needs
Our approach is based on participatory and co-creative principles. We focus on establishing local working and steering groups that can function as structures for integrated urban development beyond the project duration. The close integration of scenario development and vision formulation enables the development of strategies that work under various development conditions.
