All fields of action of integrated urban development are considered. For future development, the objectives and measures are reviewed, adapted to current needs and prioritised.

Schönefeld is a so-called ‘priority area of integrated urban development’ in the Integrated Urban Development Concept of the City of Leipzig 2030. Additional resources are pooled and deployed here in order to compensate for imbalances in terms of urban development and social aspects, for example, compared to the city’s overall development. The integrated urban development concept forms an important strategic basis for the co-operation of all stakeholders and the acquisition of funding in order to be able to use the funds in a targeted manner.

Schönefeld is an assisted area in the federal-state programme ‘Growth and Sustainable Renewal’ (formerly: ‘Urban Redevelopment East’). With the support of the funding, numerous investments were made in the district, for example to upgrade the green spaces or listed buildings belonging to social and church organisations. Other specialist departments of the City of Leipzig also contributed significantly to the development of the neighbourhood with the refurbishment of educational facilities and complex construction projects to improve mobility. The commitment of local stakeholders, which is supported by funding from the ESF ‘Sustainable Social Urban Development’ programme, among other things, was also crucial. Nevertheless, there is still a need for action in order to prepare the neighbourhood for current and future challenges in the long term.

bgh. Gauly & Volgmann supported the city of Leipzig in the development of the integrated urban development plan.

quantitative and qualitative review of objectives and measures

Analysing statistical data on the characteristics of the area

Presentation and visualisation of the situation in various areas of action for district development

Definition of development goals

Preparation of a plan of measures and financing overview

Identification and prioritisation of measures relevant to urban development

Coordination and moderation of working groups, workshops and participation events

Support in bringing together the different interests of the urban development stakeholders involved

Goals and process of the update

The update of the STEK Schönefeld defines a mission statement for the future development of the district, sets measurable goals and prioritises projects and measures over a period of up to 10 years.

During the revision, the successes that have been achieved are taken into account as well as the need for future action. This update builds on existing concepts and interim evaluations already carried out in previous years. In recent years, concepts within integrated urban development planning and other departments have been reviewed, updated or relaunched. The requirements arising from the realignment of the urban development funding programme are also incorporated into the assessment of the area’s development. In addition, the perspective of local stakeholders was an important source in the work process.

The STEK Schönefeld considers all fields of action of integrated urban development: Urban development and housing; green spaces and environment; mobility and technical infrastructure; education, social affairs and culture; economy and employment as well as process, activation and coordination.

The integrated perspective was supported in the work process with interdepartmental working groups and the participation of neighbourhood stakeholders and residents. This enabled synergies to be identified and all those involved to be sensitised to the challenges of overall development.

The STEK Schönefeld shows how the various fields of action are interlinked and which projects are still required for the sustainable development of the priority area. The concept thus becomes a strategic guideline for joint action by the administration, politicians and local stakeholders.

Commissioned by: Amt für Wohnungsbau und Stadterneuerung (AWS), Stadt Leipzig
Period: 2024-2025

For the district of Leipzig Schönefeld, it was necessary to update the integrated district concept (STEK Schönefeld) from 2016. The regular review of the district development concepts and the measures contained therein is part of both the resolutions on the concepts and the funding programmes.
