Its central task is to further develop the overarching Guiding Vision based on the 2025 evaluation and with a planning horizon of 10 to 15 years. The ISEK and, in particular, the Guiding Vision have proven to be key working tools for strategic urban development decisions and are to be further strengthened as part of the update.<\/p>\n\n\n\n<p>The update is linked to the aim of giving the model strategy even greater significance and significantly expanding the circle of participants. Against the backdrop of complex challenges such as demographic change, digitalisation, the climate crisis and the energy transition, it is important to formulate a sustainable and identity-building vision as well as strategic projects for stable, positive urban development.<\/p>\n\n\n\n<p>The consortium consisting of IuImIsI STADTSTRATEGIEN and bgh. Gauly und Volgmann GbR will provide the following services in this process:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Review of previous plans and technical concepts<\/li>\n\n\n\n<li>Conducting thematic group discussions with specialist departments to discuss the status of planning<\/li>\n\n\n\n<li>Processing the results from various resident participation initiatives with regard to their output for strategy development<\/li>\n\n\n\n<li>Conducting 30 interviews with executives, key stakeholders and decision-makers from the urban community<\/li>\n\n\n\n<li>Implementation of two full-day visioning workshops as a \u2018think tank\u2019 with managers and specialists from the city&#8217;s top administration and specialist departments, municipal companies, selected stakeholders from the local community and representatives of the city council<\/li>\n\n\n\n<li>Development of a mission statement strategy paper including a spatial mission statement<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"960\" src=\"https:\/\/bgh-leipzig.de\/wp-content\/uploads\/2026\/01\/IMG_8854_halle-1280x960.jpg\" alt=\"\" class=\"wp-image-6836\" srcset=\"https:\/\/bgh-leipzig.de\/wp-content\/uploads\/2026\/01\/IMG_8854_halle-1280x960.jpg 1280w, https:\/\/bgh-leipzig.de\/wp-content\/uploads\/2026\/01\/IMG_8854_halle-500x375.jpg 500w, https:\/\/bgh-leipzig.de\/wp-content\/uploads\/2026\/01\/IMG_8854_halle-400x300.jpg 400w, https:\/\/bgh-leipzig.de\/wp-content\/uploads\/2026\/01\/IMG_8854_halle-768x576.jpg 768w, https:\/\/bgh-leipzig.de\/wp-content\/uploads\/2026\/01\/IMG_8854_halle-1536x1152.jpg 1536w, https:\/\/bgh-leipzig.de\/wp-content\/uploads\/2026\/01\/IMG_8854_halle-2048x1536.jpg 2048w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/figure>\n\n\n\n<p><br>A central focus of the Guiding Vision lies on the large housing estate Halle-Neustadt. The district is exemplary for profound transformation processes and, as Saxony-Anhalt&#8217;s largest refugee immigration quarter, is of particular importance for the integration and development of the city as a whole.
