Civil society organisations play a central role in inclusion and social participation in Leipzig. Their work is often based on voluntary commitment and makes an important contribution to social cohesion. In order to make the opportunities of the digital transformation accessible to these organisations, the City of Leipzig has set itself the goal of providing them with targeted support through its Digital Agenda. With this in mind, an external expert report was commissioned to serve as the basis for the development of customised advisory and support services.
The report examines the current status of digitalisation in Leipzig’s civil society and sheds light on their skills, experiences and challenges. The main focus lies on the question of what support civil society needs to develop digital skills. To this end, the study analyses which approaches already exist – both in Leipzig and in other cities. Based on these findings, specific recommendations for action tailored to the needs of Leipzig’s civil society are formulated and the necessary steps for sustainable support are identified.

bgh. Gauly & Volgmann GbR supported the Digital City Unit of the City of Leipzig with the following services
- Status quo analysis: 9 expert interviews, online survey with over 300 responses and data analysis.
- Analysis of potentials and needs: Identification of digitalisation potential and qualification needs, best practice analysis and literature research.
- Recommendations for action: Development of demand-oriented support and advisory services, updating of existing support measures.
- Coordination and documentation: Regular coordination meetings, preparation of a report and presentation of the results.
The report builds on an earlier study from 2020, which assessed the support needs of civil society organisations at the start of the coronavirus pandemic. The current study was conducted as part of the ROOTS (Realisation of Sustainable Organisational Transformation through Participation) project. ROOTS supports non-profit organisations (NPOs) in managing digital transformation in a value-driven and participatory way while focusing on promoting digital literacy and developing participatory processes.
