Integrierte Stadtentwicklungskonzepte [Melitopol, Kharkiv]

Within the framework of the project “Integrated Urban Development in Ukraine II (ISU II)”, Bürogemeinschaft Gauly & Volgmann (bgh.) supports the Ukrainian cities of Melitopol and Kharkiv in the elaboration of an integrated urban development concept (IUDC) on behalf of GIZ. While an IUDC for the entire city area is being worked out for Melitopol, an integrated district development concept for Kyiv district is to be developed in Kharkiv.

The integrated urban development concept forms the sustainable strategy for the development of both cities for the next 10-15 years. It will be elaborated in an intensive participatory process involving local actors, the various specialized departments of the city administration, municipal enterprises, important public institutions and civil society.

bgh. advises and accompanies the national project mentors as well as the administrations of both cities in particular on:

  • Adopting of the integrated working approach
  • Elaboration of a SWOT analysis consisting of strengths, weaknesses, opportunities, threats, and needs for action
  • Development of project profiles
  • Development of a communication and participation concept as well as preparation and implementation of participation formats.

With a regard to implementation, goals, actions and projects in a number of sectors are defined within the framework of the two processes. In these sectors, the individual topics do not stand alone, but rather there are connections and interactions between them, from which synergy effects can emerge.

Integrierte Grobkonzepte für Leuben und Altgruna [Dresden]

The city of Dresden is planning to realign urban renewal and adapt it to future funding programmes of the federal government and the Free State of Saxony. To achieve this, integrated preliminary concepts are being developed for selected Dresden districts, which are to be strongly implementation-oriented. On the one hand, the rough concepts are to represent a binding planning and strategic development direction for the actions of the administration. On the other hand, they form an important basis for efficient planning and the use of municipal financial resources as well as for the acquisition of supplementary funding and subsidies.

In cooperation with Gleichmann Büro für Stadtentwicklung, Bürogemeinschaft Gauly & Volgmann (bgh.) supports the Urban Planning Department of the City of Dresden in the development of preliminary concepts for the districts of Leuben and Altgruna with the following services:

  • Carrying out an initial analysis of the existing situation and processing the results in a SWOT analysis
  • Definition of key objectives, definition of development strategies and fields of action for future district development
  • Development of a measure package for the implementation of the objectives and preparation of 15 key measures
  • Elaboration of a cost and financing overview as well as a time schedule
  • Recommending the allocation of the area to one of the future urban development funding programmes

Digitalisierungsstrategie – Konzepte für die Lausitz

The Zukunftswerkstatt Lausitz (ZWL), launched on March 5, 2018 as a project by the Wirtschaftsregion Lausitz GmbH, aims to develop the potential of digitalization together with the municipalities, business, science, civil society and citizens. The ZWL has commissioned PricewaterhouseCoopers GmbH (PwC) to develop a digitalization strategy that will pursue a long-term digital vision and the associated social goals for the Lausitz region.

Bürogemeinschaft Gauly & Volgmann (bgh.) is responsible for the conceptual preparation, moderation and follow-up of workshops and other participatory  formats. At specialized workshops on the topics of “Culture and Tourism”, “Mobility and Local Supply”, “Economy and Work” and “Care and Health”, measures were defined together with local actors from civil society, the private sector and the public sector, which should be initiated promptly. Other event formats include the implementation of hackdays and the conception and moderation of a Digital@Lausitz day (March 2020) with workshops and the presentation of the Digitalization Strategy as well as the presentation of digital solutions in different areas (Health, transport, administration, etc.) for citizens and companies in the Lausitz region.

In cooperation with PwC and the Brandenburg University of Technology in Cottbus-Senftenberg, Bürogemeinschaft Gauly & Volgmann (bgh.) also supports communication and stakeholder management for networking potential actors in Lausitz in order to promote the development of collaborative approaches.

Integrated urban development in Serbia

German development cooperation supports the Republic of Serbia in various policy areas on its way to further rapprochement with the EU. In this context, one objective of the GIZ project on “Strengthening Municipal Land Management in Serbia” is to advise Serbian partner institutions on adapting spatial and urban development to EU guidelines and instruments.

In the third phase (2016-2018), the development of a National Urban Policy (NUP) in Serbia was a focus of the project.

Bürogemeinschaft Gauly & Volgmann (bgh.) was entrusted with the following services in this context:

  • Supporting the Ministry in the elaboration of the guideline “Sustainable and Integrated Urban Development Strategy of the Republic of Serbia until 2030” as an instrument for strategic planning and management of urban development processes;
  • Preparation and accompaniment of an expert information tour (FIR) on the National Urban Development Policy in Germany for high-ranking representatives of the national level;
  • Preparation and presentation of a handbook for Serbian municipalities on integrated urban development concepts (“Integrated Urban Development Strategy – Guide for Cities and Municipalities”), in cooperation with Ratka Colic.

The handbook highlights the content and key steps in the process of developing local integrated urban development strategies, as well as the importance of cross-sectoral cooperation and early and broad participation. The insight into the most important national and European guidelines of integrated urban development as well as the monitoring indicators for the implementation of the “Sustainable and Integrated Urban Development Strategy of the Republic of Serbia until 2030” forms an overarching framework of the practical guide.
